INSTITUTIONAL MANAGEMENT

Institutional Management carries out the executive functions of the Council

🏛️Office of the Council Secretary

The Council Secretary, serving as the institution’s Chief Executive Officer (CEO), oversees day-to-day operations of the Local Authority and leads the implementation of developmental programs within the district.

📊Internal Audit Section

The Internal Audit Section strengthens operational integrity by developing and enforcing internal controls, conducting risk assessments, and ensuring adherence to legislation. Audit results are compiled into reports submitted to the executive head and the Audit Committee.

🛒Procurement Section

The Procurement Section manages all procurement processes in line with policies and laws. It ensures fairness, transparency and cost-effectiveness. It plays a vital role in CDF procurement, institutional operations, and strategic objectives.

⚖️Legal Services Unit

The Department of Legal Services ensures the Local Authority operates within the law. It drafts commercial contracts, provides legal opinions, processes land applications, trading licenses and certificates of title under the Urban and Regional Planning Act No. 3 of 2015.

📚Litigation

Legal Unit handles litigation on behalf of the Council and prosecutes offenders under the Local Government Act. It also manages cases referred by other councils.

🏡Estates

Responsible for land administration under the Lands Act and Lands and Deeds Registry Act. The section prepares documentation for Certificates of Title, mortgages, assignments and changes of ownership.

📣Public Relations Section

Responsible for managing Council communication and public image. The unit drafts press releases, manages social media, organizes public outreach and develops crisis communication strategies.

💻Information Communications Technology (ICT) Section

The ICT Section provides digital and technical support, system administration, ICT training, and research to improve service efficiency.
